1st Call for Proposals – announcement note 2018-04-16, Category: Programme news

The Managing Authority and the Joint Technical Secretariat of the Poland-Russia Cross-border Cooperation Programme 2014-2020 would like to launch the 1st Call for Proposals within the Programme. Total indicative Programme allocation available for this Call is 41,416,888.64 EUR. The Call is opened for all priorities of the Programme:

Priority 1. Cooperating on historical, natural and cultural heritage for their preservation and cross-border development (allocation 12 097 756,55 EUR);

Priority 2. Cooperation for the clean natural environment in the cross-border area (allocation 17 348 198,28 EUR);

Priority 3. Accessible regions and sustainable cross-border transport and communication (allocation 6 188 201,05 EUR);

Priority 4. Joint actions for border efficiency and security (allocation 5 782 732,76 EUR).

The applicants shall fill in their Application Form using the e-application provided on the website: https://generator.plru.eu/plruGenerator/ and submit it to the JTS on-line with the use of e-application from 16.04.2018 till 16.07.2018. The Application Form shall be filled in only in English.

The Programme area includes the following regions in Poland: Warmińsko-Mazurskie Voivodeship, Podlaskie Voivodeship (Suwalski and Białostocki subregions), Pomorskie Voivodeship (Starogardzki, Gdański, Trójmiejski and  Słupski subregions) and Kaliningrad Oblast in the Russian Federation. Public authorities at local, regional or national level, their associations, research and education organisations, training institutions, NGOs and sectoral agencies from the Programme area can apply for the projects.

Each project should involve at least two beneficiaries: one from Poland and one from the Russian Federation.

The Programme is co-financed by the European Neighbourhood Instrument, the European Regional Development Fund and by the Russian Federation, whose contribution will be used for implementation of the project activities on the territory of the Russian Federation.

The minimum grant for a project is 100 000 EUR, the maximum grant for a project is 2 500 000 EUR.

The co-financing of the Programme, i.e. a grant, may not exceed 90% of the total project budget. It means that beneficiaries have to provide their own contribution, i.e co-financing, which has to be at least 10% of the total project budget.

There are three types of projects that may be implemented within the Programme: infrastructure projects, investment projects and soft projects.

The planned duration of a project may not exceed 24 months.
